The Western Regional Coordinating Council (WRCC), through its Regional Budget Unit, has begun a two-day 2026 District Composite Budget Mid-Year Review Workshop aimed at strengthening budget implementation and ensuring compliance with the Public Financial Management Act, 2016 (Act 921).
The workshop was officially opened by the Regional Coordinating Director of the Western Regional Coordinating Council, Ms. Rachel Fosua Sarpong, who delivered the welcome address and chaired the proceedings. In her address, she underscored the importance of the mid-year budget review as a statutory requirement and a critical exercise for assessing the implementation of approved District Composite Budgets during the first half of the 2026 financial year. She noted that the review provides Metropolitan, Municipal and District Assemblies (MMDAs) the opportunity to evaluate their performance, identify implementation challenges and adopt practical measures to improve budget execution for the remainder of the year.
A key highlight of the workshop was a presentation by Mr. Kenneth Avedzi, Schedule Head of the Fiscal Decentralisation Unit (FDU) of the Ministry of Finance, who took participants through the procedures for the 2026 Mid-Year Budget Review.
Mr. Avedzi provided detailed guidance on the processes and requirements for reviewing district composite budgets, stressing the need for revisions to accurately reflect implementation realities while remaining aligned with national fiscal policies and legal provisions. He also explained the technical procedures for preparing and submitting revised budgets through the appropriate government systems.
The presentation was highly interactive, with District Budget Analysts, Finance Officers and other participants actively engaging the facilitator through questions, discussions and the sharing of experiences from their respective Metropolitan, Municipal and District Assemblies. The session clarified key aspects of the review process and enhanced participants’ understanding of the technical requirements for producing quality budget revisions.
The workshop forms part of the WRCC’s broader efforts to build the capacity of MMDAs to improve budget performance, strengthen accountability and promote prudent management of public resources. During the two-day exercise, district teams are expected to complete their budget reviews for subsequent upload onto the Government Integrated Financial Management Information System (GIFMIS) platform in line with the Ministry of Finance’s guidelines.
The workshop is expected to equip budget officers with the knowledge and practical skills needed to produce credible mid-year budget reviews that will enhance service delivery and accelerate development across the Western Region.
